Documents will be added through the Media Library
Context
Traditionally site editors have uploaded a variety of documents on websites without considering the document's accessibility, because it is easier to link to an existing document than it is to rebuild an HTML page of properly structured content.
In an effort to reduce the amount of inaccessible documents being published on websites, Webtech removed the ability to add documents through the CK editor. Now site editors must add documents through the Media Library which is less intuitive and adds more steps to the process.
Decision
Moving forward on newly built sites, we will not enable the ability to add documents in CK editor. Editors must use the Media Library to add documents, which they can then link to within the site.

Consequences
Site editors now need to reconsider whether a document needs to be added to the site, and if necessary, question how the content can be built in HTML or provided to site users in a way that is accessible.
Additional training and/or documentation may be necessary for content editors as adding linked documents to a website is no longer as intuitive, or simple to do.
Additional time may be needed for site editing due to the additional steps needed to add linked documents to a website.
Fewer PDFs / Documents may enhance the site's user experience, but may decrease the amount of printer-friendly content available.
